Title: ASSOCIATE GOVERNMENTAL PROGRAM ANALYST

Under the direction of the Regional Personnel Administrator and Regional Staff Services Manager I (SSM I), CCHCS, the incumbent serves as the liaison between the institution’s medical management and staff and the Regional Personnel Administration Office (RPAO); providing excellent customer service, performing the full range of analytical duties, including the most complex and difficult analysis on varied Human Resources (HR) issues and tasks related to personnel actions, which include classification and pay (position allocation and organizational structure analysis); expeditious hiring process; employee benefits and pay; and problem solving recommendations. Responsible for effective day to day decision making in the administration of the court ordered selection services and classification and pay process for health care positions. May be required to provide coverage for vacancies (absences) within the Northern Region.
35% Independently coordinate and facilitate Classification and Pay personnel actions and hiring processes for institutional medical classifications. Review and analyze position justifications, allocation guidelines, classification specifications and other supporting documents to ensure positions are properly allocated and duties are appropriate for the classification; conduct classification and pay projects; conduct organizational studies; analyze organization chart revisions and forward to RPAO for Business Information Services program updates. Analyze duty statements changes as required; review reclassifications of positions to ensure proper justification and duty statement is appropriate for the level of duties of the classification; forward recommendations for revisions to RPAO for approval/denial. Analyze Out-of-Class (OOC), Hiring Above Minimum, Inmate Worker’s Supervision Plan (IWSP), Bi-lingual Pay and other special pay requests; applying all appropriate pay differentials and alternate range criteria to ensure CCHCS employees receive accurate compensation in accordance with Memorandum of Understandings, Controlling Agencies and Departmental Laws, Rules, Policies and Procedures; complete all required documentation/substantiation and submit timely to RPAO for review and approval/disapproval. Maintain regular communication with the RPAO, Chief Executive Officer/Health Care Manager (HCM) and Institution Personnel Office staff. Determine and initiate appropriate personnel action for immediate coverage behind permanent and temporary vacant positions. Process appropriate appointment documents i.e., Request for Personnel Action, OOC package, etc.
25% Attend Medical management meetings to provide and obtain timely and accurate information; make recommendations to departmental managers, supervisors, and employees on varied and complex HR issues, policies rules, and procedures; in conjunction with the RPAO, consult and advise CCHCS program managers on CCHCS Human Resources issues such as establishing/abolishing/reclassifying positions, filling vacancies, determining the impact of reorganization on position levels and classifications as they relate to the CCHCS medical classifications and other California Department of Corrections and Rehabilitation classifications having an indirect association to the CCHCS medical positions. Interpret and explain civil service law, rules procedures; provide training to CCHCS personnel; do research in specific areas of public personnel management; represent the agency at meetings and conferences. Make recommendations for personnel operating procedures revisions; prepare reports, manuals, articles and correspondence. Conduct monthly employee audits for IWSP and Bi-lingual pay to ensure compliance with eligibility criteria and to confirm pay is issued appropriately; advise the Institutional Personnel Office when employee has not met criteria and verify the accounts receivable has been established and collected. Complete secondary salary reviews and salary determinations and provide findings to employees and RPAO.
20% Conduct annual classification, organizational structure, position allocation and special pay program audits to ensure compliance with current standards; compile comparative statistics; analyze, draw conclusions, and prepare report of findings and Corrective Action Plan to RPAO and institution medical management for review; ensure corrective action timeframes are met; track and log approvals/disapprovals and monitor assignments. Using a high degree of independence and initiative, mentor CCHCS management, employees and candidates through the local selection and upward mobility process by providing salary and classification information, coordinating the receipt of pre-employment documents, and communication with the hiring supervisor/manager regarding any hiring questions or concerns. Schedule candidate interviews; assess interview questions for appropriateness, review documents for completion; document and organize file, prepare interview recap memo; obtain Hiring Authority signatures; forward file to RPAO for review and approval.
15% Provide staff New Employee Orientation and other HR related training, instruction and/or guidance in the performance of personnel related tasks using various resources e.g.; expertise, policies, procedures, laws, rules, etc. as needed and/or upon request. Develops materials and tools to conduct training for hiring programs regarding HR related issues. Process Live Scan and Identification card for CCHCS new hires; provide reciprocal assistance for the institution as needed on Medical, Mental and Dental management. Track license expiration date and contacts RPAO, HCM/Chief Medical Officer and employee as needed.
5% Travel is required as needed. Perform other related duties as required.

* Through June 30, 2013, full-time employees’ monthly pay will be reduced by 4.62% in exchange for eight (8) hours of leave. Part-time employees shall be subject to the pay reduction on a pro-rated basis consistent with their time base.
