Job Description:
Department of Corrections and Rehabilitation employees applying for a lateral transfer to Pelican Bay State Prison MUST submit a completed lateral transfer package to be scheduled for an interview (per DOM Section 33010.21.) Methods of appointment to be considered will include transfers and reinstatements. Applicants must have civil service eligibility. All applications will be reviewed; however, only the most competitive candidates will be interviewed. Under the direction of the Regional Dental Director, the Health Program Manager III, Correctional Facility manages the development, implementation, monitoring, evaluation, and improvement of the Dental Program at an assigned institution, including implementation of the Inmate Dental Services Program (IDSP) Policies and Procedures (P&Ps) and performance management activities as they apply to the Dental Program. Manage the Dental Program by implementing and ensuring compliance with the IDSP P&Ps. Develop Local Operating Procedures in consultation with other health professionals, including the Supervising Dentist (SD), and custody administration. Prepare guidelines, policies and procedures for the administration of dental care to Return-to-Custody inmates from outside health care facilities. Ensure dental compliance with California Code of Regulations Titles 22 and 24 for licensed facilities such as correctional treatment center, general acute care hospital, and skilled nursing facility. Keep abreast with and ensure compliance with all Occupational Safety and Health Administration, Dental Board of California, and other federal, State, county and city requirements affecting the delivery of dental care. Ensure compliance with established protocol in the delivery of pharmaceutical medications to the inmate-patient population. Perform liaison activities between the Division of Correctional Health Cares Services (DCHCS), the California Prison Health Care Services management and medical staff, and the private contractor for the Pharmaceutical Program. Coordinate dental services with medical, mental health and custodial staff. Evaluate the impact on program changes as a result of court issues relating to the Coleman v. Schwarzenegger (Coleman) and Plata v. Schwarzenegger (Plata) lawsuits. Direct the development, implementation, management, monitoring and evaluation of the Dental Program; supervise, coordinate, integrate, and review the work of the ancillary staff and SD; recruit, interview, hire, and evaluate the performance of staff; administer the performance appraisal program for subordinate ancillary staff and the SD; and establish priorities for the effective delivery of various services. Ensure compliance with the courts in response to the Perez v. Cate lawsuit. Monitor the responses to dental inmate-patient appeals and grievances to ensure timeliness; ensure all appeal correspondence, Paragraph 17, and Controlled Correspondence Unit’s controlled correspondence are handled appropriately and timely; monitor staff efficiencies; and evaluate trending data for continued compliance. Participate in performance management system activities to continuously improve dental services. Oversee the local dental data collection system to assess clinical operations and make monthly reports and recommendations to DCHCS Regional Office and/or the DCHCS headquarters. Participate in ongoing performance management committees and subcommittees within the institution and the DCHCS, such as the Institution Health and Safety, Inmate Advisory, and Quality Management Committees. Coordinate and maintain the Dental Subcommittee, Dental Advisory Review Committee, and dental staff meetings. Develop corrective action plans and training opportunities in response to Program Support findings or findings resulting from other performance management activities. Ensure the maintenance of appropriate Proof of Practice documentation. Ensure that the dental services performed are consistent with the standards set forth by the Dental Board of California, American Dental Association, California Department of Corrections and Rehabilitation (CDCR), and all other State and federal laws and regulations. Ensure current and valid licensures of dental staff for the practice of dentistry within the institutional setting, as well as for the writing of prescriptions (Drug Enforcement Administration certification where appropriate), cardiopulmonary resuscitation certification, and radiation safety certification. Ensure that clinical dental staff receives required in-service training and continuing dental education. Manage the administrative support services for the Dental Program, including but not limited to, Plant Operations; coordination for the repair and maintenance servicing of dental equipment, including certification by dental repair personnel; preparation of administrative reports in response to requests for information from various sources; developing budget estimates for Dental Program staffing, operating expenses, travel, equipment and supplies; monitoring expenditures for the above mentioned costs; coordinating with Business Services and Facilities, Planning, Construction and Management Division for equipment and space; administering the contracts for supplies, equipment, and essential dental services not provided by on-site staff in areas such as dental specialties or Registry employees; and monitor contract trends and costs, access to care, policy evolvement due to priority changes, and report on the utilization of services to interested parties as a result. Develop procurement and inventory control processes for dental supplies, tools, and equipment in conjunction with the SD. Coordinate the procurement, inventory and control of all supplies, tools, and equipment ordered and installed within the Dental Program; plan, develop, and administer the Infection Control program, Needle and Sharps Control program, Tool Control program, Hazardous Waste programs, dental radiography and film processing mandates, and procedures for the Dental Program to ensure compliance with State and local regulations. Attend meetings at the DCHCS Regional Office and/or the DCHCS headquarters and other meetings as required by the DCHCS as well as by the CDCR. Participate as a member of the institution executive management team in executive staff sessions.
