Job Description: This position is located in the Health Care Services Unit at Pelican Bay State Prison in Crescent City, CA. Manage PBSP’s administrative programs, including budget analysis and planning, fiscal support, attendance and personnel support, general office support, business services support, and records management coordination. Supervises the recruitment, planning, organization and direction of work activities of the supervisors and staff performing administrative functions to include fiscal analysis and reporting, contract management, business services, personnel, budget, support staff functions for PBSP’s Health Care Services programs (Dental, Mental Health, and Medical). Establish and maintain project priorities with subordinate staff; resolves complex administrative and managerial problems; develop and evaluate alternatives; analyze data and present ideas and information effectively both orally and in writing; consult with and advise administration or other interested parties on a wide variety of subject-matter areas; gain and maintain the confidence and cooperation of those contacted during the course of work. Exercises oversight of various licensure requirements; responsible for the management, planning, development, and coordination of compliance activities in accordance with Government Codes, and other technical, regulatory, State, Federal and procedural requirements for the Correctional Treatment Center. Provides interpretation, consultation, resource information, technical assistance and training to staff on all applicable Title 22 requirements. Establishes program goals and priorities; delegates work assignments and projects, reviews completed staff work, and provides training to professional staff. Identifies areas for improvement making recommendations to the Health Care Manager. Conducts meetings; participates as a member of the Health Care Services Management team and a member of the Quality Management Committee. Recruits and hires staff to fill vacancies; implements standardized performance standards and expectations; provides ongoing technical support, training, and guidance to staff; evaluates and provides feedback to staff to aid in their professional development and to ensure performance objective/standards are met; prepares probationary and annual evaluations for subordinate staff. Adjust workload and resources appropriately; provide personnel recommendations; staff development and training. Duties also include: identify staff strengths/weaknesses; establish plans for personal development and promote and maintain a discrimination free work environment. Analyzes data and develops and evaluates alternatives for sensitive, complex tasks related to personnel issues, budgets and program support matters. Effectively present recommendations to management, prepares action plans, and reports status. *Salaries will be adjusted accordingly to comply with the provisions of the current furlough programs. “Per Governor's Executive Order #S-13-09, issued 07/01/2009, this position is subject to a pay reduction of 13.85% to facilitate the three furlough days named in the order, which is subject to end on 06/30/2010.
