Job Description:
**Pending Exemption Approval** The following will be considered for interview and possible appointment: eligible candidates who are current state employees with status in the above classification, lateral transfers from an equivalent class, former state employees who can reinstate into this class, and persons who are reachable on a current employment list for this classification. All interested candidates must submit a standard State Application Form STD 678 (with original signature). Appointment is subject to SROA and State surplus policies. Surplus candidates must submit copy of surplus status letter. Only the most qualified candidates will be interviewed. MAJOR TASKS, DUTIES, AND RESPONSIBILITIES:Incumbents, under general direction, are responsible for the coordination and supervision of subordinate professional, technical and clerical accounting staff in the maintenance and reporting of accounting and/or fiscal activities. Resource Management/Service Delivery Personnel Management and Supervision. Plan, organize and direct the work of the Accounts Payable Unit. Improve efficiency of hospital operation while containing costs and operating within budget. Conduct regular meetings with staff to foster information sharing, responsibility and accountability, and team building. Convey areas and levels of responsibility, as well as delegated authority for which the employee can be accountable. Asses, develop, and implement training needs for staff. Provide assignments and opportunities that encourage staff development and upward mobility. Ensure compliance with all mandatory-training requirements for staff. Provide leadership that develops and trains staff for current and future work assignments. Complete or ensure that evaluations are timely and have proper content, that all staff are current in mandatory training, and that use of overtime is minimized. Maintain and promote an office environment free from sexual harassment. Provide a systematic method for ensuring all employees are working in the safest possible manner in order to minimize the possibility of work-related injury and accident. Accounting and Financial Functions: Ensure Accounts Payable activities and practices are within hospital, State, and Federal requirements and guidelines, including, but not limited to the Prompt Payment Act. Review CALSTARS Accounts Payable activities of staff, to verify that accounting tasks are properly accomplished. Actively promote electronic transmission and handling of data and development of reports using the data. Ensure various reports throughout the year are prepared properly and timely, including year-end financial reports. Budgeting and Projections. Provide technical expertise for consultation and guidance to budget managers in budgetary matters. Ensure managers’ procurement needs are met while maintaining compliance with SAM mandates. Monitor and analyze expenditure patterns in order to advise administration of projected allocation shortfalls/overages and to propose recommended action. Assist with the development of Budget Change Proposals as requested. Provide assistance with Capital Outlay Budget Change Proposals as requested. Complete special projects as requested, on time. These special projects may have hospital wide and/or department wide impacts and be of considerable complexity. Prepare clear, concise and comprehensive statistical reports and other related administrative reports as assigned. Gather, analyze and prepare data and information for recommendations to executive managers. Improve the delivery of integrated services through ongoing communication with customers. Establish and maintain cooperative relations with customers. Establish and maintain cooperative relations with customers and contacts. Improve delivery of services based on customer input. Analyze situations accurately and propose/adopt effective courses of action. Communicate in speech and writing effectively. Participate in the development of policy and organizational/budget decisions for Administrative services and the hospital. Compliance with legal Mandates, Licensing Regulations and Accreditation Standards which Govern Hospital Operations. Assist in the maintenance of hospital licensing from Department of Health Services and Accreditation from JCAHO through ongoing standards compliance activities, successful on-site surveys, and appropriate survey follow-up. Assist in the development of effective Plans of Corrections (POC) in response to deficiencies found by external review agencies. Ensure implementation of all current POC’s. Assist in the development and/or revision policies and procedures in response to external mandates, as appropriate.
