Job Description:
Under the direct supervision of the Senior Accounting Officer (Supervisor), the incumbent performs routine and complex semi-professional program accounting work and account maintenance functions related to these activities. The incumbent accurately interprets and applies the provisions of the California Unemployment Insurance Code (CUIC), Departmental regulations, rules and policies in analyzing and resolving issues as they relate to the various Claims Processing and Benefit Payment Control workload processes. The incumbent makes routine and complex monetary eligibility determinations and adjustments as they relate to the various Claims Processing and Benefit Payment control workload processes in accordance with provisions of the CUIC, the Revenue and Taxation Code as it relates to the UI administered by the Department, the California Code of Regulations – Title 22, the California Labor Code, and the Federal Unemployment Tax Act. The incumbent utilizes a variety of databases including, but not limited to: the Single Client Data Base, Base Wage Data Base, Tax Accounting System, InfoImage, the UI Bulletin Board and other tools in determining the appropriate action to take. The incumbent analyzes information obtained from various sources including telephone contact with employers, claimants and others, and makes routine and complex adjusting entries required in correcting tax compliance errors and other discrepancies, and monetary eligibility determinations. The incumbent balances and audits employer and claimant data in accordance with established policies and procedures. The incumbent needs to exercise good judgment in analyzing cases as decisions affect the integrity of the UI Trust Fund, employer tax rates, reserve account charges and claimant benefits. The incumbent needs to be flexible and adaptable to frequent workload changes based on organizational workload priorities.
