Job Description: Under the direct supervision of the Business Enterprises Consultant II (BEC II), the Business Enterprise Consultant (BEC) provides business, administrative, negotiation and consultation services to Business Enterprises Program (BEP) vendors. The BEC delivers these services in accordance with administrative direction and all applicable federal and state statutes and regulations. The BEC is responsible for having a working knowledge of all procedures outlined in the BEP Manual. The BEC shall provide BEP vendors with consultation services and assistance to support each vendor’s operation of his/her facility. The BEC shall read, understand and make decisions regarding the operation of BEP facilities according to applicable statutes, regulations, procedures and contracts that govern the program and the facility. The BEC will consult with management, agencies and agents and will act as an advocate for the vendor to resolve issues and disputes. The BEC will inspect vendor facilities and perform operational, marketing, sanitation and safety evaluations quarterly. The BEC will perform annual physical equipment inventories, perform equipment maintenance surveys and respond to service requests from vendors. The BEC will review all accounting invoices for services rendered to the vendor’s facility and will resolve disputes arising from authorization inconsistencies and other problems. The BEC will asses facility procurement needs, and justify all purchases and repairs of equipment. The BEC will prepare appropriate procurement specifications; secure qualified bids and complete procurement documents in conformity with applicable state and federal laws. The BEC will ensure records of all such transactions are maintained according to established procedures. The BEC will prepare, complete and submit in a timely fashion all documents necessary for the management of the vending facilities to which he/she is assigned. These documents include transfer documents, facility announcements, facility permits, vendor agreements, initial stock and documents. The BEC will utilize the Department’s mainframe computer database, and any word processing, spreadsheet or database systems required to perform the work of the unit. The BEC will review and analyze all vendor Monthly Operating Reports (MORs) and invoices and consult with the vendor based on the analysis. The BEC will also consult with the accounting section and management to resolve problems and disputes arising from the contents of the MORs. The BEC will respond to inquires from and prepare reports to the Administration and may be required to respond to other sections, agencies and the public.
