Job Description:
Under the direction of the Senior Accounting Officer (Supervisor), the incumbent is responsible for maintaining the 1-800 Vendor Payment Assistance Desk (VPAD). This entails the incumbent to respond to telephone inquires from vendors and other EDD customers on payment status and general accounts payable questions. Also provides amended Federal 1099 forms and responds to Taxpayer ID related questions. The incumbent is also responsible for establishing and maintaining the automated ledgers and physical inventories for Fuel Bills, Bank Fees, Office Moves, Parking Fees, One-Time PSA Purchase Services Authorization (PSA) contracts, and keying vendor payments involving four departmental direct transfers. The incumbent is responsible for ensuring accounts payable data is in conformity with the State Administrative Manual (SAM) and the various programs’ statutory limitations. As the case responsible payment auditor, the incumbent has on-going contact with vendors, field office managers, and other Employment Development Department (EDD) staff in resolution of discrepancies in the payment process. The incumbent audits invoices, runs calculator tape totals and keys payment information into the Encumbrance Tracking System (ETS) creating claim schedules in the Automated Claim Schedule System, which are submitted to the State Controller’s Office (SCO) for payment on a timely basis. The incumbent is required to have a good analytical and problem solving skills and good communication and writing skills. They must also exhibit adequate accounting skills to reconcile manual and automated accounting data. The incumbent also acts as back-up person to perform systems runs to generate the Std. 218 , Claim Schedule and Std. 404, Remittance Advance forms for submission to the State Controller’s Office on a daily basis as needed. The incumbent may be crossed trained on other desks within the Administrative Payment Group and serve as a back up on these desks as needed.
