Job Description: ***PLEASE INDICATE POSITION NUMBER AND BASIS FOR ELIGIBILITY ON STD. 678.*** Methods of appointment to be considered will include transfers and reinstatements. Applicants must have civil service eligibility. All applications will be reviewed; however, only the most competitive candidates will be interviewed. “Salaries will be adjusted accordingly to comply with the provisions of the current furlough program”. Oversee the implementation of local professional practice processes, including morbidity and mortality reviews, emergency response reviews, self-audits, Quality Management Assessment Team reviews, and public health containment activities. Prioritize issues of concern and use review findings to make program improvements. Oversee the appropriate assignment of patients to providers based upon case complexity and provider credentials. Serve on the Local Professional Practice Executive Committee. Ensure the timely reporting of all deaths, including deaths that may involve problematic clinical care issues, and ensure that the institution has implemented an effective process for clinical performance enhancement and review. Oversee the re-credentialing and privileging process. Provide notification to the Chief Medical Officer of all serious clinical practice issues. Participate directly in the hiring process for physician and surgeon classifications and mid-level classifications; evaluate the performance of physician and surgeon classifications and mid-level classifications, as well as clinical supervisors, annually; and periodically review evaluations performed by clinical supervisors. Ensure that hired physicians receive orientation training consistent with statewide standards prior to initiation of service. Manage, direct, and control the implementation of a managed care system at the institution, including medical, specialty care, pharmacy and medication management services. Ensure that program implementation is consistent with community standards, legal mandates, and California Department of Corrections and Rehabilitation goals. Design and implement site-specific policies, procedures, and protocols. Oversee clinic operations at all clinics and respond to health care delivery problems presented by institution staff or managers. Work with staff of a variety of disciplines, including mental health, laboratory, pharmacy, and custody staff, to effectively coordinate patient care. Manage transfer of patients to or from other institutions. Process health program documentation, such as reviewing and signing designated Chronos and reviewing and supervising Disability Placement Program documentation and oversight of the medical appeals process, ensuring appropriate and timely responses. Serve as a member of the institution’s administrative staff, participating in various steering committees and subcommittees. Operate an effective quality management system for systematic program evaluation and improvement, including maintaining an effective system for minimizing under- or over-utilization of both on-site and off-site services and an effective system for reviewing prescribing practices, to identify and mitigate the ineffective use of state resources. Authorize requests for specialty services. Monitor utilization data on a monthly basis, coordinating this work with the Utilization Management Registered Nurse, and review financial and clinical statistics with clinical staff. Screen off-site hospitalizations to identify strategies for reducing inappropriate use. Ensure that all off-site medical consultations are adequately and timely performed. Review aggregate pharmacy utilization data and ensure that utilization of pharmaceuticals is appropriate and cost effective. Direct efforts to secure or maintain licensure for clinical facilities. Forward data and analysis related to reportable contagious diseases to the Chief Medical officer. Review reports pertaining to sanitation or medical services and make appropriate recommendations to the Warden, Health Care Manager and Chief Medical Officer. Assist the Department in determining health care priorities, plans, policies, and programs and identifying related resource needs. Serve as a departmental advisor on the pragmatic application of DCHCS policies and procedures in the field. Advise the Chief Medical Officer regarding opportunities to improve and barriers to the effective implementation of statewide policies, procedures, programs, and processes. Inform the Chief Medical Officer of sensitive clinical issues. Act in the absence of the Chief Medical Officer. Perform other duties as deemed appropriate. Additional Information:
