Job Description:
Under the direct supervision of a Senior Accounting Officer (Supervisor), the incumbent audits Travel Expense Claims (TECs) and assists with the implementation of the California Automated Travel Expense Reimbursement System (CalATERS). Primary responsibilities for the CalATERS implementation include establishing procedures and processes and to provide training. The incumbent audits TECs for in-state travel, out-of-state travel and for long-term assignments in accordance with the Department of Personnel Administration (DPA) regulations, the State Administrative Manual (SAM), contract agreements, and department policy. The incumbent enters expenditure data into the Encumbrance Tracking System (ETS) and schedules payment of claims through the State Controllers Office (SCO). The incumbent prepares critical accounting entries for travel expenditures, including year-end accruals of travel expenses, TEC claim corrections from SCO to reimburse the department for advances. The Accounting Officer (Specialist) corresponds with Employment Development Department (EDD) employees and with staff in control agencies by phone, e-mail and in writing regarding travel issues. The work requires an understanding of state regulations for travel reimbursement and the ability to clearly communicate the requirements to staff at all levels of the department. Communications must be both clear and tactful. Knowledge of Microsoft Word and Excel as well as the Office of Revolving Fund (ORF) and ETS databases are necessary to complete these tasks. Knowledge of DPA Travel rules, SAM requirements, contract agreements, and department policy is necessary for success in this position.
