Job Description: The Division of Water Rights (Division) has an opening for four permanent full-time, Special Investigator I (non-peace office) to work in the AB2121 Unit for the Division of Water Rights. Headquarters for this position is at the North Coast Regional Water Quality Control Board, located in Santa Rosa, California. Duties: Under the direction of a Supervising Special Investigator in the Enforcement Section for Water Rights, the incumbent will conduct or participate in field inspections of water diversion facilities to detect or verify suspected violations of water right laws, rules, or regulations. Incumbent will interview water diverters, gather evidence, review water right records, and other available pertinent information to complete a detailed inspection report recommending appropriate action. Incumbent will team with environmental scientists, water resources control engineers and other agency specialists on joint investigations to protect public trust resources. Incumbent will also help maintain database records, answer public inquiries and other duties as needed. Necessary Qualifications: Candidates must be in the classification of Special Investigator I (Non-Peace Officer) or have list, transfer or reinstatement eligibility to the class. Desirable Qualifications: Good communication and technical writing skills; Familiar with Microsoft Office software and GIS application; Willingness to travel and work irregular hours in various locations throughout the State; provide testimony of observed facts for prosecution of violators of laws, regulations, or terms and conditions of permits and agreements; Some basic knowledge of California’s water right system and the State Water Board’s authority; Enforcement activities of National Marine Fishery Services and/or Department of Fish and Game, as they relate to water diversion.
