Job Description: The Division of Water Rights (Division) has an opening for permanent full-time, Supervising Special Investigator (non-peace office) to work in the AB2121 Unit for the Division of Water Rights. Headquarters for this position is at the North Coast Regional Water Quality Control Board, located in Santa Rosa, California. Duties: Under the general direction of the Supervising Water Resource Control Engineer of the Enforcement Section for the Division of Water Rights, the incumbent works in Santa Rosa and supervises a unit of the State Water Board’s Division of Water Rights to implement the enforcement strategies of the State Water Board’s AB 2121 Policy. The incumbent supervises four special investigators and one part-time Office Technician. The unit’s duties include, but are not limited to: investigation and analysis of water diversion facilities in the five county AB 2121 area to determine if violations or illegal activities exist, prepare enforcement actions, and provide testimony regarding observed facts for prosecution of unauthorized diversions, violations of permit and license terms, misuse of water and adverse impacts to public trust resources. Hire, train, and review all work of the unit’s staff. The incumbent also assists the manager in the development and implementation of a work plan for the unit and coordinates unit activities with the enforcement programs of the Regional Water Quality Control, Department of Fish and Game, National Marine Fishery Services, and U S Fish and Wildlife Service. The incumbent also assists in the development of a statewide Water Right Enforcement Policy for the State Water Resources Control Board. Necessary Qualifications: Candidates must be in the classification of Supervising Special Investigator (Non-Peace Officer) or have list, transfer or reinstatement eligibility to the class. Desirable Qualifications: Good communication and technical writing skills; Familiar with Microsoft Office software and GIS application; Willingness to travel and work irregular hours in various locations throughout the State; Experience with providing testimony for prosecution of violators of laws, regulations, or terms and conditions of permits and agreements; Basic knowledge of California’s water right system and the State Water Board’s authority; Enforcement activities of National Marine Fishery Services and Department of Fish and Game, as they relate to water diversion.
