Job Description: THE POSITION: (Candidates may perform these essential functions with or without reasonable accommodations. The Animal Health Branch (AHB) is the State’s professional veterinary medical unit that protects California’s public health, animal agriculture, and economy from catastrophic animal diseases and other health or agricultural problems. Under the supervision of the AHB Supervisor, the Veterinary Medical Officer IV will supervise administrative, personnel and program functions in the District Office. Responsibilities include: Supervise Program and Administrative Functions • Plan, organize, and coordinate activities that are associated with administering laws, regulations, and policies and procedures related to the Branch’s programs and functions in the Tulare District Office • Assure that programs and functions in the District are being executed properly and according to science based principles • Recommend changes in legislation, regulations, and policies and procedures related to programs and functions when necessary • Develop and maintain the knowledge and expertise to serve as a resource for issues related to programs and functions • Supervise and direct the activities of VMO III’s, VMO A/B’s, Livestock Inspectors and support staff • Assist the Branch Chief with recruitment, hiring and orientation of new personnel • Review and update duty statements annually if necessary • Evaluate performance of employees annually • Assist staff with creation of individual development plans annually • Take appropriate disciplinary action if necessary • Prepare technical papers and scientific articles for publication when necessary • Maintain a working knowledge of the Branch’s field manual • Review and apply laws, regulations, and policies of the Department and of various local, State and Federal government agencies in all aspects of assigned duties • Enforce laws, regulations, and policies of the Department • Participate in strategic planning for the Branch, Division or Department • Act as a specialist for one or more livestock or poultry diseases or problem areas in the State • Coordinate activities of contract veterinarians in the State or District • Represent the Branch at professional and industry meetings LICENSE REQUIREMENTS: Possession of a valid license issued by the Board of Examiners in Veterinary Medicine for the State of California to practice as a Doctor of Veterinary Medicine. [Applicants who do not possess a valid California license but who are eligible to take the next scheduled State Board Examination (California Practical), or the next scheduled Reciprocity Exam as determined by the Board of Examiners in Veterinary for the State of California may be appointed, but must secure the required license within 12 months of the date of appointment. DESIRABLE QUALIFICATIONS : • Understanding of the animal and livestock industry • Professional behavior, detail oriented, and strong organizational skills • Exceptional written and verbal communication skills, including public speaking to large audiences • Experienced in epidemiologic investigation of disease • Experience with computers including word processing and spreadsheets WHO SHOULD APPLY: Those who are eligible on a certification list for the above class or eligible to laterally transfer may apply for this position.
