Job Description: Under the direction of the Regional Administrator, the Staff Services Manager I (SSM I) provides leadership and directly supervises lower level staff in the Clinical Support Unit (CSU), and manages daily operations. The unit provides support to Southern Region institutions as well as the Regional Administrator, Regional Medical Director, Regional Director of Nursing, Regional Mental Health Director, and Regional Dental Director. The SSM I is an integral member of the Regional leadership team. Duties include, but are not limited to: Creates a team environment for effective staff work while directly supervising the HPS's, AHPA's, analysts, and other support staff. In this role, the incumbent delegates work assignments, and ensures that they are completed accurately and timely; provides on the job training and consultation to staff; approves time off; counsels employees and initiates progressive discipline as needed. The incumbent supervises and directs staff in the process of creating Proof of Practice Documentation for Southern Region institutions; reviews and evaluates key indicator and aging reports for Southern Region institutions that show deficiencies in inmate access to care and quality of care issues as indentified by CSU analysts; and develops Corrective Action Plans to correct identified deficiencies. Participates in Quality Management Committee meetings; The incumbent also directs the development and implementation of policy, program, and process monitoring, including budgets, hiring, and program outcomes and provides direction to Southern Region office staff in gathering, reviewing, and interpreting information from Southern Region institutions related to issues such as budget allotments and expenditures, contracts, and contract expenditures, position control, vacancies, and equipment. Monitors Southern Region office activity to ensure compliance with Regional leadership requests and needs. Ensures reports are tracked and information is disseminated appropriately, maintaining confidentiality of sensitive and clinical information. Provides assistance to institutions in collection information and complying with Regional requests for information, reports, and plans. Assigns and monitors projects assigned to institution staff. Provides guidance and consultation on the preparation of documents and projects. Provides second level review on all 954s. Evaluates monthly appeals reports for Southern Region institutions. Facilitates obtaining supplies and equipment for the office by recommending and initiating, upon approval, requests for equipment and ensures supplies are readily available for SR office. Acts as a consultant to Regional executive staff and institution Health Care Managers regarding assignments. Assists with and/or provides training for Southern Region office staff. Develops or assists with the development of performance appraisals. Monitors appropriate leave usage (rainbow sheets). Assists with or initiates progressive discipline as appropriate. Acts as the liaison to Health Care Services Departments in the institutions and the Southern Region office. Locates statewide policies. Reviews Equal Employment Opportunity (EEO) complaints for referral to the Office of Civil Rights. Makes recommendations to the Regional Administrator regarding EEO supervisory issues. Performs other duties as required. Salaries will be adjusted accordingly to comply with the provisions of the current furlough program. Additional Information:
