Job Description:
Two positions available - These positions can be downgraded for recruitment to Accountant Trainee. Under the general direction of the Senior Accounting Officer Supervisor for the Contract and Business Enterprise Program (BEP) Unit, the Accounting Officer Specialist is responsible for reviewing and interpreting payment provisions of contracts, revisions, amendments and other administrative payables of average to above-average difficulty. The Accounting Officer Specialist audits invoices for mathematical accuracy and for compliance with the State Administrative Manual, the Rehabilitation Administrative Manual, Cal Card Program Regulations, Grant Management Guidelines, the Victim Compensation & Government Claims Board Rules and Regulations and the Department’s Contracting Manual and Purchasing Reference Guide. The Accounting Officer Specialist schedules invoices for payment according to State Controller’s Office (SCO) rules and regulations, verifies coding, updates automated financial records with schedule data, prepares and maintains contract ledger records, reconciles contract ledgers with the Department’s financial systems and reviews and approves the claim schedules of other unit staff. The Accounting Officer Specialist must be proficient in Excel and Word, must follow written and oral directions, must be responsive to the needs of the public and employees of the Department and other agencies and must maintain a courteous and tactful attitude in dealing with others. Additionally, the Accounting Officer Specialist must be able to analyze situations and take effective action using initiative, resourcefulness and good judgment, be able to work independently, be reliable and maintain a neat personal appearance.
