Job Description: APPLICANTS MUST HAVE CIVIL SERVICE ELIGIBILITY (ON CURRENT ELIGIBILITY LIST OR CURRENT/FORMER STATE EMPLOYEE). THIS POSITION IS CONTINGENT UPON APPROVAL OF A HIRING FREEZE EXEMPTION REQUEST. Under the direction of the Staff Services Manager I, this position is responsible for the Personnel Transaction Program. This position will supervise and train Personnel Specialists; provide additional training as needed and audit transactions; Resolve, shift and distribute workload in order to meet all needs; Work with Personnel Assignments on Personnel Post Assignment System (PPAS) attendance issues to resolve problems; Interpret laws, rules, procedures and policies of State Personnel Board (SPB), Department of Personnel Administration (DPA), Public Employees Retirement System (PERS), California Department of Corrections and Rehabilitation (CDCR), and the Institution for Personnel Office staff; Work with control agencies and the public; Process the most difficult personnel transactions, such as awards involving calculation of back pay and Adverse Actions; Provede assistance to managers and supervisors relative to specialized personnel items such as military leave, salary determinations, and complex benefit issues; Prepare monthly, quarterly and yearly reports.
