Job Description:

DUTIES:

The Research Division provides the highest quality scientific information and technologies possible for guiding actions to protect the health of the people and the environment of California from the adverse effects of air pollutants and greenhouse gases. The Division plays a critical role in implementing the California Global Warming Solutions Act of 2006 (AB 32) with responsibilities for mitigation of greenhouse gases, associated emissions and technology research, economic analysis and modeling support for GHG regulations Boardwide, and all scientific aspects of the Board’s climate change program. The mitigation responsibilities include developing and implementing regulations for high global warming potential greenhouse gases such as hydro fluorocarbons, protocols for destruction of banks of ozone depleting substances, and non-regulatory approaches such as toolkits for voluntary reductions by individuals, businesses, local government and schools. The successful candidate will be responsible for coordinating these activities across the Division and will report to the Division Chief. Two Branch Chiefs – Climate Change & Emissions Research and Research & Economic Studies – will report directly to the successful candidate.

DESIRABLE QUALIFICATIONS:

The most competitive candidates will have demonstrated excellent management, organizational, communication, and interpersonal skills; prior regulatory experience; a strong scientific and technical background; the ability to meet deadlines; a broad knowledge of ARB programs and policies, especially those regarding greenhouse gases; planning and management experience on major projects; and the ability to effectively interact with all levels of staff within the Division and across ARB, other governmental agencies, international groups, industry, and other public stakeholders.
