Job Description:
State Restriction of Appointments (SROA) and surplus status candidates only.

Salary Range A: $3106-3425; B: $3204-3708; C: $3841-4670

There are five (5) vacancies open in this location.

Working directly under a Research Manager II, the person in this position will assist in carrying out certain program elements for which procedures have been developed. Typical tasks include: compiling and classifying data from collective bargaining agreements and other sources; preparing and checking statistical tables; writing brief technical notes and drafting text of reports and memos; answering inquiries and collecting data by letter and telephone. The analyst will conduct surveys including the design of questionnaires; revising tables applying user-oriented programming techniques.

A description of the program elements on which the incumbents works follows:

Prevailing Wage Program

Under the California Labor Code, contractors undertaking public works must pay workers not less than the prevailing rate of per diem wages, which includes employer payments for health and welfare, pensions, vacation/holidays, travel time and subsistence pay, training, and similar purposes as determined by the Director of Industrial Relations. Interested parties can petition the Director for a review of such determinations.

The analyst in this position assists in conducting residential wage and benefit investigations and collection of collective bargaining agreements and accompanying information needed to prepare prevailing wage determinations, contacts union officials when necessary to obtain needed data, analyzes and interprets contract provisions relating to hourly wage rates, wage supplements, hour of work, etc., and assists in the preparation and distribution of prevailing wage determinations. The analyst is responsible for identifying modifications to predetermined rates on collective bargaining agreements, and collecting additional information where necessary to update determinations.

The Analyst must be familiar with Sections of Labor Code, Government Code, and Public Utilities Code pertaining to payment of prevailing wages.

Industrial Relations Research

Other duties as assigned. Answers request for wage rates, general information on union membership, and other subjects relating to industrial relations which are received from labor unions, employers, government agencies, and others. Requests are received by telephone and office visits more often than by letter, so that public contracts are frequently involved. To expedite handling of requests, the Research analyst must have a thorough knowledge of the contract file, wage surveys, and whit is available in the Division library. The Analyst must also be able to direct request to the proper source if the Division cannot give the information.

The analyst in this position assists in special economic research assignments. These assignments may involve planning, designing and preparing statistical tables and questionnaires, analyzing trends and relationships and writing text.
