General Statement: Under general supervision and overall management of the Coastal Regional Administrator, the Program Manager I carries out a variety of managerial and supervisory functions including but not limited to: supervision of personnel assigned to assist local governments in emergency preparedness efforts, manage design of projects, including their implementation, monitoring, analysis and evaluation. Lead single-year and multiyear regional work plan development, implementation, performance monitoring, and evaluation, participates in the policy level discussions and advises Regional management in budget preparation, monitoring, and analysis and personnel management. Perform all other duties as required by Regional Administrator and consistent with duties assigned. A. SPECIFIC ACTIVITIES [Essential (E) / Marginal (M) Functions] 30% (E) Management Assists the Regional Administrator in providing overall management of staff, including but not limited to: developing and implementing planning and technical assistance tasks that comprise the region's annual and multiyear work plans, make staff assignments to various work plan tasks, establishes deadlines. Encourages and directs the staff in professional development, training and upward mobility. Estimates and acquires resources (personnel and other) needed to meet the region's goals and objectives; performance of annual work plan tasks in accordance with agency and regional criteria. This position may represent the Regional Administrator in meetings. 20% (E) Planning and Technical Assistance Implement the agency's emergency services policies including the implementation and maintenance of SEMS/NIMS. Provides or supervises the provision of planning, technological and disaster assistance to local, state and federal agencies and non government agencies within the Region, including development of recommendations regarding changes or modifications to existing preparedness, mitigation, SEMS/NIMS response and recovery guidelines; identification of training, public information and educational activities that can support the agency's objectives. 20% (E) Emergency Operations and Training Maintain the Regional Emergency Operations Center (REOC); coordinate with all levels of government in responding to information resource requests including equipping the physical layout, training and assignment of government and non-government personnel; development of written policies and procedures; and exercise of REOC organization. Assist with the implementation of training objectives as established by the Training Branch (CSTI) and through support in the delivery of training courses and exercises. 20% (E) Supervision Provides supervision and assigns work to designated staff; provides counsel, guidance and direction; redirect personnel and other resources to projects and tasks as necessary; provide clarification to assignments and other personnel matters; ensure compliance with agency's PPIs and other written and non-written directives and with FLSA; reviews and approves travel expense claims, time sheets, requests for leave, performance reports, individual development plans; monitor punctuality; and evaluate effectiveness and efficiency in overall performance of various duties. 10% (M) Other Related Duties: Work in Regional Emergency Operations Centers (REOCs), State Operations Center (SOC), or Field Offices during emergency and disaster response and recovery operations. Participate in drills, training, exercises, and disaster response and recovery operations, and other duties as required. Support disaster response, relief and recovery duties. Perform other duties as required. B. SUPERVISION RECEIVED The Regional Administrator is responsible for the direct supervision of the PM I. C. SUPERVISION EXERCISED The PM I is directly responsible for five professional staff. D. ADMINISTRATIVE RESPONSIBILITY The PM I will manage field staff and their monthly administrative paperwork ensuring information is correct and timely. E. PERSONAL CONTACT Throughout the course of work, the PM I will be in contact with Cal EMA staff, key local, state, and federal officials and representatives, as well as members of the public and members of the Legislature and their aids. Extensive contact is made with key Executive Branch Agencies, Departments, Offices, and Boards. Contacts with media representatives and legislative inquires will be governed by current Cal EMA Policies and Procedures. F. ACTIONS AND CONSEQUENCES If the PM I fails to perform their duties and responsibilities as described and in accordance with California law, regulations, plans, Cal EMA policies and standards, the consequences could impact the effectiveness and efficiencies of the Region's preparedness, response, and recovery activities. Consequences could be severe and would range from inconvenience, poor information sharing, the health, and safety of the people of California. In the worse case personnel injury and the loss of life could result by misdirected action or inaction. G. FUNCTIONAL REQUIREMENTS Physical tasks include, but are not limited to: driving, flying, standing, lifting, typing, bending, reading, writing, and public speaking. H. OTHER INFORMATION Maintains and uses assigned equipment and job required tools, safety and security devices in a safe, usable, and secure manner. Contributes to the common objectives and work efforts of the California Emergency Management Agency as an effective team member through effective communications, a concern for safety, and a professional attitude. During emergency operations, may be required to work in the State Operation Center (SOC), Regional Emergency Operations Center (REOC), Joint Field Office (JFO), or Local Assistance Center (LAC), to provide assistance in emergency response and recovery activities. All staff are required to complete the Basic, Intermediate and Advance Emergency Response Training and participate in one of three Readiness Teams that rotate activation ability on a quarterly basis. May be required to participate in emergency drills, training, and exercises. Under these emergency operations, staff need to work effectively under stressful conditions; work effectively & cooperatively under the pressure of short lead times; work weekends, holidays, extended and rotating shifts (day/night). Statewide travel may also be required for extended periods of time and on short notice.
