Job Description: FIELD CORRECTIONAL COUNSELOR-II (SPECIALIST) Under the direct supervision of the Facility Captain Office of Court Compliance (OCC) and indirect supervision of the Correctional Administrator, OCC, the Field Correctional Counselor II (CC-II) Specialist works collaboratively with the Warden, the institutions Americans with Disabilities Act (ADA) Coordinator, and other institution staff as needed to implement Federal and State laws and Departmental policies and procedures involving ADA. The OCC Field CC-II Specialist works closely with the OCC staff at the California Department of Corrections and Rehabilitation (CDCR) Headquarters and the institution’s ADA Coordinator to establish and maintain the CDCR Disability Placement Program (DPP) and Development Disability Program (DDP) policies at the institution. Pursuant to the January 18, 2007 Injunction issued by the Federal court in Armstrong v. Schwarzenegger, the Field CC-II Specialist will report to the OCC, which has sufficient command authority within the CDCR institutions. The OCC Field CC-II Specialist will perform a variety of tasks to uphold effective ADA standards and ongoing compliance with Federal and State laws and Departmental regulations, policies and procedures to include the following:Responsibilities and Duties: Assists with the institutions ADA Coordinator who also serves as the liaison to the OCC on ADA cases in litigation, which includes the Armstrong Remedial Plan, the Armstrong II Remedial Plan and the Clark Remedial Plan. The Field CC-II, Specialist monitors the institutions overall compliance with the DPP and the DDP and reports findings to the ADA Coordinator. Provide ADA expertise and functional guidance to the institution for the implementation of departmental ADA policies. Work with institutional staff in the implementation of ADA policy affecting all institutional operations and processes such as inmate appeals, custody and classification, disciplinary process, access to programs, services and activities, e.g., library services, health care delivery, appropriate housing, work and program assignments, receiving and release, physical plant, etc. Conduct internal audits on the ADA processes, systems and general ADA compliance. Investigate issues, interview inmates and staff, review inmate files, present findings, prepare written reports, and participate in meetings, task forces and panels associated with ADA compliance. Conduct a review of local Institution operations, procedures, manuals and accessibility issues to ensure ADA compliance. Assist in the coordinating document production for monitoring tours. Assist in preparing the institution for monitoring tours, and participate in monitoring tours. Assist in identifying corrective measures in response to audits and monitoring tour reports. Assist the institution in providing ADA training to staff, and assist in institutional self-monitoring. Work with health care staff to assure inmates with disabilities are properly screened (DDP), evaluated and verified (DPP), ensure ADA mandates are met specific to the Transition to Parole Process and the Board of Parole Hearings (BPH) Parole Proceedings, monitors institution staff compliance with CDCR policy for equally effective communication, adaptive supports, reasonable accommodations, appropriate housing and institutional tracking. Attend monthly meetings, periodic training and conference calls with OCC staff, and perform other duties as assigned/required to ensure the institutions compliance with Federal and State laws and Departmental policies and procedures involving ADA.
