Job Description:
Act as a lead for the BIS and CALCARD activities and is the primary liaison between Accounting Services Branch (ASB) and program staff, Information Technology and vendors. Resolve the more complex accounting transaction associated with the BIS program and CALCARD. Maintain and reconcile spreadsheet for CALCARD cycle payments with vendor records and ensure timely payments. Perform the reconciliation of the BIS program to CALSTARS. Review and analyze the more complex accounting transactions to ensure correct posting by technical staff and resolve any accounting transaction errors that may occur. Ensure that CALSTARS reports are reflected accurately and match the BIS program. Responsible for preparing, reconciling and analyzing CALSTARS reports to ensure outstanding items are resolved. Work with program staff on computer related issues associated with BIS. Responsible for producing a monthly report to the Business Analysis Unit (BAU) on problems associated with BIS program and work with them to resolve those issues. Assist with the development and implementation of BIS for ASB. Advise ASB management on BIS related issues as they pertain to accounting. Analyze encumbrances for Contract Delegations and Short Form Contracts, including BIS, for completeness and accuracy, resolve problems, and post documents into CALSTARS. Maintain, reconcile, and analyze encumbrance files in the reconciliation between source document files and CALSTARS reports. Responsible for the resolution of any discrepancies. Assist with the preparation of accruals for BIS related invoices and CALCARD invoices at year-end. This will include assisting in overseeing the posting of accruals, assisting staff to ensure accurate input into CALSTARS, and working with management and program staff on liquidation of encumbrances. Assist management in the preparation of audit report responses. Write and update desk procedures for BIS related invoice processing. Train ASB Claims staff on the usage of BIS in conjunction with the Business Contract Management Branch (BCMB). Make presentation to Region staff and others as it relates to BIS and CALCARD.
