Job Description: DUTIES: Under the direction of the Assistant Executive Officer, the Senior EG will direct, plan, coordinate and supervise staff and regulatory work conducted in the Unit covering discharges to land and subsurface discharges in the area covered by the Redding Office. The Senior EG will oversee staff working with Federal, State and local government agencies regarding Title 27, LUST, Site Cleanup and ground water SLIC cases. The Unit is currently staffed by three Engineering Geologists and one Environmental Scientist. The Senior EG will recommend and pursue enforcement actions against dischargers who violate their waste discharge requirements or persons who discharge wastes or pollutants without waste discharge requirements. Develop, review and complete policy and technical reports related to the implementation of the Title 27, LUST, Site Cleanup and SLIC programs, respond to comment letters, emails, other requests from stakeholders, prepare and present Regional and State Board agenda materials, participate in public meetings and hearings, prepare technical correspondence and reports, prepare and review environmental documents, maintain a field ready staff to conduct field inspections, and coordinate with other programs within the Regional Board and other State, Federal and local agencies to efficiently implement the programs. DESIRABLE QUALIFICATIONS: Experience working with multi-disciplinary professional staff (engineers, scientists, attorneys) engaged in environmental regulation, drafting regulatory or enforcement documents (orders, staff reports), analyzing comparative options for executive decision and the ability to effectively motivate and direct the work of others to accomplish the unit goals. A understanding of environmental water quality concerns related to Title 27, LUST, Site Cleanup and SLIC discharges. The ability to write and speak effectively, work as a team player, make presentations before public entities, and interact with other state, federal, and local agencies and regulated communities. Be proficient in computer software applications such as: Word; Excel; Access; and Powerpoint.
